A copy of the application is available to download below. This proposal was open for public comment from 27 November 2025 to 12 December 2025. Thank you to all who made a submission. If you missed out and would like to comment on the proposal, there will be another opportunity to make a submission once the draft report is available.

The draft report will allow you to see DBCA’s recommendation to the Minister for the Environment (whether the proposal should be approved or not) and any conditions that may be applied should the application be approved.

Next steps:

• The application has been referred to relevant agencies for comments and advice. These agencies have 42 days to provide a response.
• Once all responses have been received, a draft report will be developed and presented to the Swan River Trust for endorsement. The Trust’s recommendation will be included in the draft report.
• The draft report will then be uploaded to this page and members of the public are invited to download and comment on the application. The public have 14 days to make a submission on the report.
• The report will be updated to consider all submissions received and the final report will then be uploaded to this page.
• The final report and recommendation, and all submissions received, will be sent to the Minister for the Environment for determination.
• The Minister’s determination will be uploaded to this page and the Part 5 Development Application process is complete.
