DBCA has received an application from Rowe Group on behalf of Wesley College and Penrhos College to demolish the existing Wesley College boatshed (450m²), supporting retaining walls and pedestrian paths, tree removal, landscaping including the planting of 18 mature trees and construct a new boatshed (1,059m²) for the co-location of Wesley College and Penrhos College. The proposed boatshed contains five roller door boat storage bays, a rowing gym, general amenities including kitchen, storage, bathrooms and covered verandah, new sewer pump station and vehicle access from the existing car park..

A copy of the application is available to download below. This proposal was open for public comment from 23 October 2023 to 4 December 2023. Thank you to all who made a submission. If you missed out and would like to comment on the proposal, there will be another opportunity to make a submission once the draft report is available.

The draft report will allow you to see DBCA’s recommendation to the Minister (whether the proposal should be approved or not) and any conditions that may be applied should the application be approved.

Next steps:

  • The application will be referred to relevant agencies for comments and advice. These agencies have 42 days to provide a response.
  • Once all responses have been received, a draft report will be developed and presented to the Swan River Trust for endorsement at its monthly meeting. The Trust’s recommendation will be included in the draft report.
  • The draft report will then be uploaded to this page and members of the public are invited to download and comment on the application. The public have 14 days to make a submission on the report.
  • The report will be updated to summarise the details of any submissions received. DBCA’s Director General will consider all submissions made before the report is finalised. The final version of the report will then be uploaded to this page.
  • DBCA’s final report and recommendation will be sent to the Minister for Environment for determination.
  • Once received by DBCA, the Minister’s determination will be uploaded to this page and the Part 5 Development Application process is complete.
