Djarlgarro Beeloo Mulgang Beeliar: The River of the Three Peoples (the Djarlgarro Plan) is a multi-stakeholder, waterway restoration plan developed by the Department of Biodiversity, Conservation and Attractions (DBCA) in partnership with Local and State government agencies, Natural Resource Management groups and the Whadjuk Aboriginal Corporation.
The Djarlgarro Plan includes the waterways of the Canning, Southern and Wungong rivers (collectively known as Djarlgarro), from the Canning and Wungong dams to Canning Bridge in Applecross/Como. It has a river and riparian focus, addressing catchment issues where needed to improve the ecological health of the waterways.
It was developed in response to community concerns for the health of Djarlgarro, which includes the largest freshwater river system in the Perth area. The Djarlgarro Plan reinvigorates and builds on the 2002 Caring for the Canning Plan.
The Djarlgarro Plan is an important reference document for the new 10-year River Protection Strategy for Derbal Yirragan Djarlgarro (Swan Canning river system), which provides strategic direction to help protect and enhance the ecological and community values of the Swan Canning Riverpark and its catchment. The new River Protection Strategy is expected to be released soon.
The Djarlgarro Plan is a 10-year aspirational plan which contains over 130 actions. Many of these are not funded and will require additional resources to be delivered. Prioritisation and identification of resourcing requirements will occur through the development of implementation plans for the River Protection Strategy for Derbal Yirragan Djarlgarro (Swan Canning river system). The vision was developed jointly with stakeholders.

The Plan is not currently desktop published. This will occur after the public comment period and incorporation of feedback where appropriate.
Public comment is invited over a six week period, closing at 11.59pm on Friday 17 July 2026.

Our vision
The river has a voice. It is healthy, resilient and flowing, with abundant and diverse natural habitats, wildlife and recreational opportunities. Natural living streams and wetlands provide fresh water, ecological corridors, and ecosystem services. The spirit of the river will always flow.
Traditional, scientific and modern-day practices are woven together to ensure the sustainability of the waterways for future generations. The rivers are collectively managed by Whadjuk Ancestral Custodians, the community, State and Local Government, who value, understand and enjoy the rivers as carers of the waterways.
